These questions  may sound dumb but did you check the oil level of the 
dashpots? Are the jets centered? The plug fouling is most likely caused 
by the rings not seated yet. Do you think it is running rich or lean? 
Sounds lean to me if you give it throttle and it dies. During idle, have 
you tried to advance/retard the ignition?  Are the carbs synch'd? What 
happens to the idle when you lift a carb piston? Does the engine 
increase in RPM for a few seconds? Are the throttle butterflys centered 
and tight?
