carb adjustment

carbs are running to rich;  the set screw is not visable;  am I right in
thinking I have to take carb apart to ease up set screw so that i can turn
metering needle.
I rebuilt these last year, I poped the top on one carb today and the rubber
diaphram was shot. must not have liked the gas additive i put in. ugh.
