Sorry, I hadn't seen this post when I sent my last reply.

In this situation, my suggestion would be to re-torque the one loosened
bolt to spec, and leave the rest alone.  Even if it was previously
over-torqued, this should still work fine as long as the bolt is in good
shape.

You could check the other bolts, but my guess is they won't turn. 
Threaded fasteners have 'stiction', where it takes more torque to start
them turning (either direction) than it took to reach that point while
they were already turning.
