Brian...Interesting query. My assessment would be the pads need replacing and
perhaps the rotors as well if they are too deeply scored (grooved). Remember
the pads on disc brakes contact the rotor at all times...applied or not. This
keeps the rotor clean and minimizes travel distance for the pad. Do both
sides with new pads and check those rotors! Also, you might do well to check
the rear brakes as well...if they are exceedingly worn and getting wet, the
front brakes may be doing all the work...exacerbated by the water...
