Sure sounds like a short somewhere. One trick to troubleshoot shorts is
to wire a test lamp of some sort across the terminals of the fuse
block. It will light until you remove the short, or disconnect a wire
that leads to the short. Another trick I've heard of but never tried is
to wave a magnetic compass (with the test lamp connected across the
fuse). When the compass gets close to a wire carrying current, the
needle should deflect.
