Ken, oily fouling or carbon fouling?
If oily then you could have a worn piston ring, or worn bore, or a valve
guide problem in that cylinder.
If carbon then it could be an over-rich fuel setting at the carb. But since
the carb feeds more than one cylinder then those other plugs should also be
carboned up.
