Steve,

I think Bob is referring to "Collector Vehicle Status".  If I've got it 
straight, your NJ
choices are:

1.  regular tags, regular inspection, no driving restrictions
2.  regular tags, "Collector Vehicle" inspection*, driving restricted to 
3000 miles per year
3.  "Historic" tags, no inspection, driving limited to shows and for 
educational purposes

*For a Collector Vehicle inspection:
a) present registration
b) present insurance with minimum liability coverage of $15,000/$30,000 
bodily injury
     and death and $5,000 property damage
c) present insurance that indicates limited use of 3,000 miles per year or less
d) present Collector Vehicle voucher obtained from a DMV office

To quote from correspondence I had with the DMV:
"You may submit your application for collector vehicle status at a Motor 
Vehicle Agency.
A collector vehicle voucher will be issued. You may present your vehicle, 
collector vehicle
voucher, vehicle registration and proof of limited use insurance at the 
exit end of any
State Inspection Station for odometer and insurance verification."

If your local DMV office doesn't have the Collect Vehicle Status 
application form (to get
the voucher), you might have to call Trenton and have them send you one.

As Bob said, the "Collector Vehicle" category is fairly new, so don't be 
too surprised if
your NJ DMV office and your State Inspection Station are unfamiliar with it.
