Dennis,

I don't know if this is really helpful to you or not, but I recently
adjusted the sending unit on my Mk3 to compensate for the gauge
mis-alignment. The procedure was easy and reversible. I have a NOS
replacement guage coming for less than the cost of repairing my original,
but for now, an "E" reading on my gauge means that I can drive another 5-8
miles before conking out. It's nice that you made the discovery of your
inaccurate fuel gauge before you ran out of gas on the side of the road like
I did! Unless you can't find a replacement gauge or have yours repaired at
a reasonable cost, I'd be hesitant to recommend my temporary "fix", but it
certainly worked for me.
