FAILED emissions test!

Hi all,
I have a 77 Spit in IL; I just failed emissions today. The readings were:
HC      312ppm passed   limit: 700ppm
CO      7.5% FAILED             limit: 7.0%

Anyone have any ideas? I have been told it might be running rich. The car was 
also very hot and the tester flooded it trying to start it! 
PS:
There is No emissions equipment on the car. DPO! But it did pass this way 2 
years ago.
