Dan,
I think you need:
1) A CCD camera in the dash that takes a picture of the thief and
sends an attached Email via cell phone to your computer.
2) In car camera so you can record your performence at the track or
see where the thief is driving.
3) Some sort of GPS transmitter
Better living through technology :-)
