Since you have checked that the charging system is ok, and the
battery is ok, you can "pop" start, but the starter won't turn
over, this leaves only one possiblity. No juice is getting to
the starter from the battery. I would check for a bad ground
strap. This strap should run from your negative battery terminal
to the firewall, then to the engine block. Remove both of these
connection points and clean the firewall, block, and the connectors
on the cable. Sand till you see some shiny metal to make sure that
you get a good contact.
You should also buy a battery terminal cleaning tool. This comes
with a wire brush which will allow you to clean the lead connectors
which contact the battery. It's possible that these have a coating
on them which will not allow enough current to flow to the starter.
When you replaced the battery, it's possible that you removed some
of the corrosion when you installed the terminal connectors.
The tool should be about $5 at any parts store.
