I'll bet that the screech is really motor bearings, rather
than a slipping fan/shaft connection.  It might be a leaf
or other trash, but that sound is usually recognizable (we
all stuck things in household fans when we were young, right?).

If the motor/fan doesn't come up to speed, you'll certainly
get reduced air flow.  Another cause for reduced flow is that
on the older cars, you MUST open the external scuttle (below
the winshield) vent as the input side of the fan.

Two thoughts for repair of the screech.  Removal (probably not
an easy process) is needed for either one.  The bearing MIGHT
respond to some lubrication if it's not too damaged.  Otherwise,
try to locate a local motor repair facility and see if they'll
handle a small fan-type motor.
