Rod,

Yes the outer sills should be flat black.  Most cars I have seen or have
worked on are built up like this.  The sills are painted the body color.
Next they are sprayed with a textured undercoat.  Then they are sprayed
with a flat black paint.  I used the same color black that I sprayed the
back panel between the tail lights with.
