Carb Symptoms?

Finally took the Tiger out for some much needed exercise the other night.  
It didn't want to run very well at low speeds.  It was jerky and I had to 
keep it in lower gears.  It has a 3.31 rear.  When slowing down, the engine 
backfires alot out the exhaust.  I recently put a new Holley 600 on it.  
Could it have a blown power valve already?  Still runs hard when I put my 
foot in it.  What is the best way to diagnose?
