Wally,

1) Don't know about the 4 barrel Ford, but willing to guess
that it is a low-rise iron manifold. Nothing spectacular,
The Performer is much better for normal RPM's. If you are
not a stickler for authenticity, the Performer RPM High Rise
is the modern (and superior) edition of the F4B, and is much
better than the low rise Performer. If it''s racing alone,
you are interested in, there are other choices, like the
Torker.

2) The 221 (2 freeze plug) motor is not even close to the
260 in quality of design or durability. Stay away from it.
Neither it, or the 260, can be "bored out" to 289 (0.20
over-bore). Max. recommended is 0.040, and 0.060 is pushing
it (Yes, I know the manual says 0.60 for the 260 and 0.040
for the 289)

3) I know you are going to hear a lot of stories about those
who claim to have done this, but when Ford says "thin wall"
castings, they MEAN it. Need to ultrasonically determine
wall thickness along each cylinders surface to assure core
was dead-nuts, and then you'll have a wall too thin for
practical use. A NEW 302 block is only $265.
