Jim,

I believe you are correct, but "cutting" is not the only solution. My PO
has "bent" the lower front edge of the front fender so that it not only
clears the 185x70x13's (1/2 inch negative offset, 4 1/2 rims), but looks
fine from outside, and restorable to "normal" if wanted. Don't know how
big his vice-grips or rubber mallet was, but it's a neat job, with only
one gentle crease on each side.
