That is the problem:
Some off topic content is OK, but some isn't.
I don't even use the delete key.  I scan subjects and hit "mark as
read".  I'm starting to have my own little archive.
If someone is over the top jackass I add their email addy to the
filter list and walla! no more noise from them.

The only thing worse than off topic crap is whiny complaining about
off topic crap.

You mean this forum isn't for people who like to watch a Tequila drunk
racist Frank Zappa shoot cats from his Miata on the way to vote for
Obama?
