That may be so. The cause of the Chernobyl accident was the running of an
unauthorised test that went wrong. Ironically the test was to test
emergency procedures due to loss of power to cooling pumps.
Harrisburg, Three Mile Island - something to do with the cooling valves.
Fukishima - failure of the cooling system due to loss of back-up power when
the electricity failed.
Seems to me the common theme to all these nuclear accidents lies in the
design and backups for the cooling system.
