It's not that Justice is blind, or about any laws being broken.
It's just all about the money.

They have the means to extract $175 from you and they will do so.
My experience is they are more likely to do so when the economy 
sucks and their budgets are tight.  

Think of it as a "toll fee" for breaking an axle in a public area.
It's easier than raising taxes.

She did not break the law, she broke an AXLE!
Car was wedged to a stop by it's wheel and fender.
But justice is BLIND and so are NY cops! Deaf too.
