Normally you install the fulcrum pin and it stays in place until the joint is
worn out. IMO a cap is there only to facilitate machining since you can tap
threads straight through easier than blind threading. These days with computer
controlled machining it is probably easier to tap blind threads and eliminate
the cap and assembly operation. I wouldn't remove the welch plug to clean the
bushing in any case, and drill and tap for a zerk with the plug in place. Use a
spray can of carb cleaner or brake cleaner and assist with a bottle brush to
loosen the solidified grease to get it squeaky clean.

If you don't remove the plug from the small end, how do you clean the sucker
out? I pulled the plug and removed a load of hardened grease that surely would
not have helped lubricate the fulcrum pin, in fact it probably would have just
gummed up the works. I'm thinking the snap ring is my best alternative as I
don't want to heat the grease and anti-seize in the fulcrum pin threads.
