Same reason as any core. If "Unfinished Sprite Bumpers Are Us" was next door
and lobbing out un-chromed good bumpers every time he asked for one, there
would be no problem. He always has a supply of proper raw material. He took a
one-time cash hit to have a bumper in inventory waiting for a buyer, and now
magically he's got customers pulling one out of stock every time he gets an
order.
Also, if you're trying to penetrate a spares market and you know you have a
superior product that offer way lower life cycle cost, you might, for instance
offer a smoking deal on core returns of your competitor's part so you can take
over his aftermarket.
Or so I'm told.
