I was going to respond to this but looked-up the episode first. Ironically,
Jeremy Clarkson makes the same statement I was going to make: "It isn't what
you
drive that matters, it's how you drive it."
That is why the fuel economy ratings have to be taken with a grain of salt.
They
are only meaningful at the speeds and in the conditions of the test.
In fairness to the Prius, like any vehicle it isn't going to get it's best
mileage at it's top speed. Production cars aren't designed for that.

I remember an episode of Top Gear (UK version) where they took a Prius and an
M3
out for a laps on their track. The Prius lead, for 10 laps, going for its best
time, the M3 shadowing.
They recorded the gas mileage for both cars. Prius got 17 mpg and the M3
19mpg.
Brilliant!
