Actually, all the one way tolls over the Hudson are on the east-bound
side. You need to drive up to damn near Albany to cross the Hudson for
free going east.
 
I agree with David, it's the NJ exit tax. :)

Yes, but they also charge you to leave NJ to get to Staten Island. I 
insist it is a tax on leaving Jersey ;-)
