I think that the original article was primarily talking about unregistered
cars parked on the street.  ( no laneway. No garage )

I have 2 parts cars in my garage.  Both are registered to me as unfit.
Other than the initial registration, there is no cost.

What I fear is an over-reaching Government that seeks to punish those people
whose cars are on private property while undergoing restoration!
