I went through this same process a couple of years ago and was firmly told
by WST that a bubble flare is close to half a double flare but it is not the
same thing. The angles are different. 
I am glad he pointed that out and you can tell the difference when comparing
them.
My bubble flare set only coat around $30 so why chance it.

I don't recall offhand what they have but my guess is that it's a  
"bubble" or "European" flare.   It's the first half of making a double  
flare so you have the tool already!
