I canNOT believe that Frank (or anybody else with 50% of 
memory left - must NOT be many of you EXCLUDING me
<VBG>) hasn't piped up with his tale of floor pans VS P.O.S. 
POR-15 VS his garage floor ("accomplishes the same thing as
RhinoLiner or PowderCoating<G>) !!!

Yo Frank, guess all these 'short-termed memory' folks NEED 
a "refresher" !!!  LOL

If one wants to take BEST care possible of sanded/ground
bare-metal situations then an application of 
"Rust Treatment" by Permatex (Part Number 79DA, 
SKU # 6.....86226..81849.....2 ) is the only way to fly.
I have been using it since it was know as "Extend" (close to
20+ years) with EXCELLENT results and NO returning RUST.

Reacts with rust and turns it black (stay clear where NO
rust is present).  Light sanding prior to either primer or
finish coat with 320 grit paper recommended (bit NOT 
necessary for more than satisfactory results).

I have lots of stuff on Customers' cars and my own cars 
that have ZERO 'returning' rust.

Works for me and my $ 0.05.
