Billy is absolutely correct. Those spots were caused by the rust
perforating the steel under the paint. A lot of guys, when they see
some small, tight bubbles forming on their car's paint, will call it
"surface rust". That is only wishful thinking. When those bubbles show
up, it's time to "crop & renew" (cut out and replace). Might as well
just accept the inevitable, and get on with it instead of wasting time
and money on applying band-aids.

That means the whole panel is rusting from the inside, and those bubbles
are
the spots where it's all the way through. You can't fix it from the
outside.
You have to cut it out, and weld in new metal. No product is going to
fix
that kind of problem, but drilling holes and spraying some Waxoyl type
stuff
inside the panel would have slowed it down. You can't blame POR-15 for
that
one.
