SU Fuel pump redux..

I figured out what is wrong.  It ain't me.  It's the damn diaphragm.   
The depression in the middle of the metal base on the  coil  
(Electromagnet) side is too shallow which will not allow it to seat  
fully which will not allow it to have enough travel to function.  So  
do i machine the diaphragm or do I machine the pump?
