Hi David.
Sorry to hear your new paint is blistering. Are the bubbles tiny little
pin-points all over or larger bubbles?
It could be "solvent pop" when the first layers of paint were not allowed to
flash off enough, or applied too thick, before subsequent coats, so when the
solvent works its way out it leaves pin holes in the top layers.
