It's not so much the police, Billy......as much
the fact that big muffler shops are licensed by the State and $$ penalities are 
nothing
to sneeze at, let alone revocation if they catch you doing something 
intentional.

And I'm not so sure that out here, they even
have the time to screw around with hot rods, etc. They always seem to be 
overcrowded with normal cars so "one
off's" may be more a financial consideration
as in getting in the way of serious cash
flow!!
