Dan,
This may not apply to you but if the water level is low the temperature
guage can read low as well!
This is the opposite of what one might expect (low water = overheating)  but
I had personal experience of this when I had a 1500.  The temp sender unit
is near the top of the block and can be left "high and dry" if water level
is low.
 This could also cause an air lock in your heater core, preventing
circulation.

Have you tried bleeding the air out of the heater core?
