When I rebuilt my Bugeye steering rack, I replaced the paper shim on
both sides (I found it on both sides when I took it apart). I bought
the paper shim from one of the usual suspects. I remember it was a thin
gasket like material that went around the rack and touched exactly end
to end. It keeps the rack from rotating in the mounting flanges.
Really works too. Just make sure everything is lined up and the
steering is not stiff or binding before tightening. Tighten it and
check again.
