Most likely time for a new cable. they fray or get corroded inside the
sheath. About $10 new.

On your Sprite, that hose just went down to the bottom of the radiator
and spilled out on the road.
Now, how much steam? some is normal expecial if it hasn't been running
in a while. Not enough coolant could cause it, so could too much coolant
if you filled it to the top when cold, it expands when hot and has to go
somewhere. Out that hose.
Since it was steaming, that means the water pump was working, but maybe
the thermostat was stuck shut. Again, a very common stat, Under $5 at
any auto store but make sure you get a 160* stat. They come in 180*, and
195*, 180 is Ok for a toasty warm car in the winter but you should
change it to 160 in the summer. 195 is too hot, don't get that stat.
