Most auto stores sell flexible black paint these days.
You know, modern plastic cars and all.
My son told me about this stuff when I wanted to repaint all the black 
plastic stuff on my BMW.
Pepboys sells it, it works pretty good and lasted til I sold the car.
Use lacquer thinner to clean the bumpers before painting.
Follow the directions on the can.
It might ne called flexible trim paint.
