Description:
This position will support the SECUREnet project in San Diego, CA. The
project began in November, 2002 and is expected to deliver multi-level
security (MLS) information technology (IT) products and services for the
next several years. The selected candidate will:
Direct the development of Integrated Logistics Support Plans (ILSP) and
shipboard installation packages for MLS IT network systems.
Direct the coordination and consolidation of supporting documents from
developmental programs, programs of record, and emergent technology across
the Program Executive Office (C4ISR & Space) and throughout the Department
of Defense, as required.
Author draft documents, including but not limited to: ILS Management; Design
Interface; Maintenance Planning; Supply Support; Support Equipment;
Technical Data; Computer Resources Support; Manpower and Personnel;
Training; Facilities; and Packaging, Handling, Storage and Transportation.
Direct acquisition logistics and supportability planning, including supply
support planning, maintenance planning, depot planning, life cycle cost
analysis, training program, and technical manual development, Support and
Test Equipment (S&TE) requirements identification and procurement, logistics
documentation development, including Acquisition Logistics Support Plan
(ALSP), Users Logistics Support Summary (ULSS), Navy Training Plan/Navy
Training System Plan (NTP/NTSP), Preliminary Allowance List and Allowance
Parts List (PAL/APL) development, and installation planning documentation.
Direct the preparation of specific deliverables (when applicable) such as:
(1) SHIPALT Record (SAR) based on proposed Alteration Requirements.
(2) SHIPALT Installation Drawing (SID) delivered to (1) Ship's force and
(2) Expanded Planning Yard (EPY).
(3) Sketches delivered to (1) Ship's force and (2) Expanded Planning
Yard (EPY).
(4) Ship's Drawing Index (SDI) updates identified.
(5) Booklet of General Plans (BGP) updates identified.
(6) Ships Information Book (SIB) updates identified.
(7) Damage Control Book (DCB) updates identified.
(8) Damage Control Plates (DCP) updates identified.
(9) Damage Control System (DCS) configuration data set updates
identified.
(10) Technical manuals, updates.
(11) Planned Maintenance System (PMS) Maintenance Index Pages (MIPs),
Maintenance Requirement Cards (MRCs).
(12) Class Maintenance Plan (CMP) updates identified.
(13) Engineering Operational Sequence System (EOSS) updates identified.
(14) Integrated Condition Assessment System (ICAS) configuration data set
updates identified.
(15) Combat Systems Operational Sequence System (CSOSS/CSTOM) updates
identified.
(16) Consolidated Shipboard Allowance List (COSAL) updates identified.
(17) Allowance Parts List (APL) updates identified.
(18) One year of spare parts based on COSAL allowance requirements and
maintenance strategy identified.
(19) Ships Training Booklets updates identified.
(20) Training Lessons developed or updates identified.
(21) Ship's force training requirements on maintenance and operation of
affected systems and equipment identified.
(22) Appropriate technicians trained on maintenance and operation of
affected systems and equipment identified.
(23) Special tools and test equipment identified.
(24) Work Candidate (Completion OPNAV 4790/2K) prepared for entry into
the current Ship's Maintenance Project (CSMP) ship file in OMMS reporting
completion.
(25) Configuration change (OPNAV 4790/CK) entered into the Ship's OMMS
reporting completion.
Qualifications
* Requires Master's Degree in Management or Business Administration;
Bachelor's Degree in a Science or Engineering curriculum.
* Minimum of 15 years experience in logistics and shipboard
installation of information technology systems.
* Experience supporting Navy/DoD acquisition program office highly
desirable.
* Must possess excellent verbal and written communications,
independent problem-solving skills, organizational and interpersonal skills.
* U.S. Citizenship and possess (or ability to obtain) a U.S.
Government Security Clearance required.
