Use a really long pair of bolts, and screw the bottom plate up with the long 
bolts, compressing the springs as you go.  Once the plate is flush with the 
A-arm, use 2 short bolts on the other two holes.  Once snug, remove the long 
bolts, and replace with two more short ones.
quick and easy.
