Does the starter just spin and not engage?
Does it not spin at all?
Does it crank real slow?
Starter bendix drive might be shot.
You may have twisted off the soldered connection inside the starter
when removing/replacing the wire on the outside of the starter.
The starter might be on it's last leg.
The ring gear might be missing a tooth or 3.
The solenoid might be dead.
The battery may not have enough amps to crank a weak starter.
