painting advice wanted

in reference to bare metal rusting a friend of mine with a body shop told me 
of a product made, I think, by PPG.  It's a clear spray primer that will 
protect bare metal indefinitely and doesn't need to be taken off before 
welding, filler application, or further spraying.  If you need it I'll call 
him for the name of it.
