Regarding registering them in California, it can be done with these caveats
even of if you have a title.
ANY out of state car must be inspected either by a DMV officer or by CHP or
police officer. The lateter two are difficult to arrange unless you know
someone. This is for VIN verification purposes. In the case of Mark's car,
it's a deal breaker (no VIN plate). The way around it if by a signed
statement of fact and a receipt from the seller that he is the legal owner.
DMV will issue a state DMV number if the VIN plate is missing, but again,
clear path of ownership must be established. Other ways involve lean sales.
CA DMV has a good web site with info.
My personal experience is this is a PIA even when everything in above board
and without question. I personally wouldn't want to tackle it as I hate
dealing with the DMV.
