You sure that is a stepper motor? Stepper motors require rather a lot
of electronics to make them do anything useful or intelligent. I
suspect that it's really a bimetallic electric choke, where the choke is
actuated by a bimetallic spring, and the electric leads actually power a
small heater coil. It makes the whole thing a sort of crude
air-temperature-compensated timer.
