Considering the entire world uses HS4s, I would feel very confident
in saying that the dual HS2 conversion is a "long established 1500
hot rod practice.... for people who can't find proper HS4s".
I can't see why dual HS2s would be considered "hot rod" or
"for modified cars" when even the factory specified much
bigger carbs.
