Absolutely.
Top speed is limited by engine BHP assuming the gearing is correct.  I would 
guess that there are some 5 speed cars on 3.9 diffs that will attain a higher 
top speed in 4th (assuming a tuned engine that will safely rev to 6,800 rpm 
or whatever).
