Cliff,
It's only the reservoir that is shared between the two systems.  Try 'bleeding'
your slave cylinder first.  If there's no air in the line, you are in need of a
rebuild on either the slave or master cylinder... perhaps both.  Good time to
have these components 'sleeved'.
