Bill,
This is about the easiest thing you will ever fix on one of these cars.
Under that cap is a hard plastic plug with an O-ring. The O-ring has shrunk
and is allowing gas to drain from the float bowl. The plug pulls staight
out. Replace the O-ring and you should be good-to-go. Cost should be 20-25
cents. I don't remember the size, so just take the old one with you. I got
mine from a plumbing supply store. I'm told some O-rings don't hold up well
to gasoline, so you might want to test it by submersing it in a small jar
of gasoline for 24 hours to see if it gets soft first. I have had no
problem with mine.
