Yes, it did originally and can be disabled by removing the no headed
screws on the top of the steering column. Just grind a slot in the no
head screws and use a screw driver to remove them. Then remove the lock
pin (if it is still there)

Could be 2 bad bulbs or a wire off at the high beam switch on the
column.
Tail lights should have a fuse tucked up under the dash on the right
side.
2 of them in line on a red wire, also check the harness connection under
the dash on the right where it connects to the rear sub harness, loose
or dirty connection maybe. Or again, bad bulbs.
