chuck, read the MV-11 form.  There is no "vintage" registration in PA.  There 
is "antique" for cars over 25 years, "classic" for cars over 15 years, and 
"collectible" for modified cars of any age.

"Classic" and "collectible" registration requires an annual safety 
inspection, but no emissions inspection.  Only "antique" requires no 
inspections at all.  Read all the fine print on the form and you will have no 
trouble sending in the antique registration.

You might try a notary that doesn't try to interpret the law in their own 
way.  Notaries are not lawyers.  (I've had this problem too.)
