I have a '78 California. The service interval counter is a white plastic box, 
screwed to the master cylinder bracket.  The speedometer cable goes through it 
and there is a reset knob on top. It is not near the fuse box, nor screwed to 
the firewall.

It lights up a square "Catalyst" light on the center console.

Not near the car right now, so I can't verify the wiring colors.

My guess is the seatbelt/ignition lockout relay from an earlier car/wiring 
harness????

Acording to the wiring diagrams in the Bentley manual, these were fitted to 
California spec cars.  At least in 1977.  Lots of dotted lines on the Calif. 
wiring diagram.  Yes, lots of pretty dotted lines.....
