Fuel Pump Troubles!

Hi All,
 With this nice weather here in New England I thought I would try to
start my Midget for the first time.
 Not starting. getting spark but not fuel. Should I hear the fuel pump
running when I turn the ignition to the on position? I crawled under the
car and the fuel pump looks to have been replaced recently. I have a
feeling it may not be getting power...Well I guess this was enough of a
break-I am running out of daylight!
