Hi Robert,
If they are real spot welds, there is a tool available for cutting them
out. It's the same as a tiny hole saw with a strong spring loaded center
point. This gadget cuts all around the weld leaving a small hole. Use
it in your electric drill. Of course, there are a few places that can't
be reached with a drill, those you use usually a BFH and a chisel!
Tool available at auto body and paint supply stores.
