  IMHO, a very big deal.

  Generally the procedure for starting a weld is to put the
tip where you want to weld, lower the face shield, and
pull the trigger.

  If the wire is hot all the time even with the trigger not
pulled, starting the weld is just a crap shoot since you
have to have the face shield down before you even get close
to the work.

  This is probably less significant if you have an auto darkening
welding mask, but that is unlikely if you are buying a bargain
basement MIG.
